I am having this exact same issue,

I have a Spectrum RAC2V1K, configured all the port forwarding in my router correctly (TCP & UDP), and set a static IP for my desktop, and made sure there's permissions in the firewall for all of the ports I have tried. (I have tired many different port configurations as well as temporarily disabling the firewall)

The part that stumps me is that just a week ago everything was working perfectly, but then I had my internet upgraded due to some special that spectrum was offering, so they had to change the modem from an old ARIS to whatever they gave me, a Spectrum E31U2V1. The new modem and router seem to not be playing nice with the Bedrock server.

However I have a modded server running on the default minecraft port 25565 with the new router and modem, and I am able to connect to it just fine. And modded server ports also shows up as being open when I use canyouseeme.org. 

So my issue is only with the Bedrock server, from what I've read its because its not listening on its assigned ports 19132. When I use canyouseeme.org is says "network conecction timed out" as opposed to "connection refused" as Tim Turnill mentioned above

Any insight would be greatly appreciated, I've provided all the information I can think of
