It sounds like a similar issue but it’s hard to say if it’s the exact same issue. At some point the server had a resource pack installed but it has since been removed and the server has never had any behavior packs installed
I don’t know exactly why it happened but I fixed it. When updating my server to the newest version I move some extra folders I don’t normally move and the problem stopped. This is probably something that should be looked into at some point but it has been resolved on my end. I don’t know if there’s a way for me to close this so treat this comment as me closing it if you need me permission or anything
