I feel this is not a duplicate of MC-7178
This is a valid bug.

Powered hoppers will not PULL items. (intended)
Normal hoppers PUSH even into a powered hopper. (intended)
Hopper carts will not push into a powered hopper. (not intended)

Looks like this might be a duplicate of MC-846. Please close this out if so.
