1.14 is only released in snapshots, so i think the new textures will not be applied to the launcher before 1.14 is released.

I can confirm this for 18w47b, like @Oval said the dropping only happens when the piston is facing EAST or SOUTH, but when facing NORTH or WEST it looks like the block is constantly breaking, but it doesn't drop any items
