This is still an issue in 1.14.2. They follow the player, but not villagers.
I was getting the same issue with mspaint associated with .png files. Choosing the terribly-slow Photos app works though.
Forgot to mention, it's on multiplayer. The bug is nonexistent in singleplayer.
I know how you can reproduce this, I have the same problem in 1.10.
I was coding a bukkit plugin, and my code was:

The armor stand absolutely refuses to teleport if it's gravity is off
I did know about the ratios, but as an update, I've now found a total of 11 zombie spawners. That means 5 or 6 should be zombie spawners. Seems really unbalanced
I have no idea. This has only happened once. The only thing I can think of is that there is a block above the head part of the bed
I assume all spawners are broken - I have 2 blaze spawners, a zombie spawner and a skeleton spawner and none spawn mobs
A villager will plant a random crop from its inventory. You had a villager already with carrots, and when they picked up beetroots, they decided to plant the carrots.
Yes, I had combined it with a few other golden chestplates quite a while beforehand
I forgot to mention that the chestplate could be placed into any other tile in the inventory, but did NOT drop when I dragged it out of the inventory GUI.

Couldn't get any stuttering in singleplayer, but definitely confirmed in 1.16.3 in dark areas with lava on a server - makes me feel anxious and uncomfortable to play, knowing a stutter could happen at any time.
