I can confirm this does occur on my Windows 10 machine as well on realms.

I can confirm this does happen on my realm - added 'bonus' is that we live 64,000 block away from spawn so when this happens things turn sour rather quickly...

I loaded up the world that [Mod] Neko provided. I have a pretty steady computer, Int i7-7700HQ, GeForce GTX 1050 and I received the lighting bugs. They don't look like any other as mobs actually spawn there!
