I have done some testing on a 19w14b SMP I have been playing on, so I am not sure if it works in the 1.14 Pre-release 1 too. Might be a temporary fix, but I found that in-game Maps may potentially be able to "force load" chunks on the multiplayer server when chunks refuses to load (which usually happens when there are >3 people on the server), though it seems to cause a lag spike on the server a couple of times as well.

 

For some additional info, our server runs on 12 GB Ram, with a server render distance of 6, and is currently on 19w14b (We cannot update to the pre-release yet due to the chunk regeneration issues).
