I am the one paying for my realm but since I don't have access to the server.properties file I can't edit that. If there is a command I can use when logged into the realm I would be happy to hear it. How can I get them enabled once again as the owner? I've tried the edit realm button but can only change gamemode S,C,A and the name of the realm and the difficulty.

isn't it possible to re-activate them by my choice since i'm the one paying for the realm? Me and my friends have basiclly built our community on the server based on the usage of command blocks for teleportation. If it's possible I would like to get them re-activated on my server.
