Yup. Same issue. I have to fire bow to unlock arrows. Doesn't matter if I am crafting or trying to move from chest to inventory.
One thing I've noticed is it has something to do with switching to another weapon after the bow has been loaded and completely readied. Then I switch to sword and immediately begin to hack away. That tends to do the trick. I gave up on this issue reporting after the a-hole accused me of pirating. Thank you for removing that. However, I am not impressed with support after that.
Well, it happened again, and I wasn't even trying to craft arrows but move them from one chest to my inventory, and they locked up on me like before. I will go check other issue.
But since then, my world corrupted and I really refuse to put any effort into Bedrock anymore.

I'll be running around killing mobs heading home, using my bow and arrows, quickly switch to sword, kill them off, get home, and that's when the glitch happens.
Whether I try to make a single or a whole batch, I have to shoot an arrow to unlock arrow crafting.
Xbox One S, GamePass Ultimate. My world size is something like 388.1mb. Playing vanilla infinite survival.
Doesn't happen in creative because... Well, creative.
Feel free to share my video link to the other issue. It doesn't matter if you craft or try to take from chest. The arrow gets locked up. Funny thing is, when you go back to bow, you have to completely ready it all over again and make sure to release. You're going to need to add some IF values for when player switches without firing. But hey, not my job.
