I am certain about the permanent discounts. I have a village next to my home where all the villagers are always loaded and where 90% of them (about 30) are cured  villagers with 1 emerald discounts. I've had them for about two months in real life time with the permanents discounts and trading all sorts of materials, after 1.16.100 all the discounts went up to 32 31. 

My latest test showed a cured zomie trading for 26 1 emerald and after being associated with the village going up to 26 25.

Prior to 1.16.100 most of my villagers had permanent cured discounts. After the Realm was updated they all went back to a minor discount.
