We have the same issue on Bedrock Xbox One Realm. Generated a new Nether, found a fortress and no Blaze Spawners in the places that there should be spawners (images attached). This area should have been a dual spawner but no spawners 😞
A Realm (bedrock) I play on is now unplayable for me and a few others. Not been able to play since the 1.16.100 update. Having to break blocks multiple times and same with placing. It wasn't too bad before the 1.16.100 update but since that update, I cannot play and nor can some others that play with us.
