MC-136994 MC 1.13 crashing Duplicate

This is not a duplicate issue.  Please note in the ticket how I have already updated to the latest graphics driver.  And the end code you linked to isn't even the same one I am getting.

Ok, so I deleted the options.txt as instructed and it got further than it did before!  It did go non-responding for longer than usual but it actually went to the options screen, I chose Multiplayer, everything seemed to be working.  Then it paused, then crashed again in the same manner as before. Music played, so audio loaded up fine.  So improvement was made but now it's just happening later.  My game output text shows that "Render buffer not bound" error many more times than it did before, 

Another thing I noticed is the output shows the correct time entry on each event except the fatal error, which is off by 7 hours for some reason...
