Not sure if this is the same issue but similar. Very low spawn rates. I started my world in Beta 1.1? and since about 1.7 something the spawns have not compared to the ones I see online for farms or play. I directly copied an enderman farm and have been getting less than half the rates stated by highly reputable youtubers. Today I edited in a pigman farm from another save and the rates were non existent. To test I went to the 1.8 world that the farm was copied from and the spawns were in the hundreds. My beta world has been updated to 1.8. I don't have a weak pc. 7-8GB allocated, AMD 6-core 3.3 GHz, 64 bit java, Win 7 home premium. SSP, in the new 1.8 world, I am getting cant keep up warnings in the log but I am getting good spawns and am not breaking below 65 fps. (personal cap). In the updated old world there were no warnings saying I couldn't keep up. hope this helps.
