I have had the same problem, and also on Windows 8.1; upon creating a new world, 1.10 would freeze up and crash with a standard Windows error message about the Java Virtual Machine. The game launcher's output didn't contain any error codes or useful information. However, it did mention something about " Changing view distance to 12, from 10", which I thought was odd; so on a hunch, I started 1.10 again, and before creating a new world, went into Options and set view distance to the minimum. After this, I was able to create a new world without problems, and then change the view distance back to my usual setting (12) without any further errors or crashes. What's more, after going through all these steps I was then able to create another new world without turning view distance back down, and had no further error messages. It's all very odd, but I'm guessing the bug must be related to the render distance in some way, since fiddling around with that seems to have "fixed" it in my case, at least.
