Huh, maybe it's a 'weather in the nether' issue?

I have recently found this issue on a vanilla server, and have done some testing on the issue. I have been unable to re-create it, but it seems that the lighting in the nether has dimmed, as if it has turned to night time in the nether, despite the nether not having a day/night cycle! The bees will exit the hives if moved to the overworld, but treat being in the nether as if it is night. (We even spawned new bees and fresh hives, near flowers, the bees went straight into the hives, ignoring the flowers entirely)
