This also applies to command blocks on low RAM (about 2 GB) servers which completely break the projects that I was making. The command blocks inside the chunk will not load any commands at all and will be set to "Needs Redstone" too. They work normally to what you've typed in earlier, but you can't change them in the chunk.
The chunk mentioned also has a significant fps drop and block updates are very laggy.
