This only happens on a dedicated multiplayer server. and it does not affect singleplayer. I am using Android but I use many devices and it seems like this bug affects all devices.

in windows sound turn on spatial sound
when you are in a world, turn off spatial sound

yes it does happen on local worlds, i use windows 10 custom built pc. if u want more information than that let me know. yes it does go away when the skin goes away.
this technically means the issue has been resolved, it was nvidia settings not minecraft so feel free to close the issue, however that doesnt explain the massive text with errors
i had to tweak some nvidia settings to make minecraft run faster. it seems fine for now. also when i started up minecraft, there was this massive text on the menu saying json stuff and a bunch of errors. idk why. i couldnt get a screenshot on time because it went away too quickly
there are no addons, and it does occur on a local world
Update:
Bug happens way more often than usual now, because im spending lots of time in the nether, and then returning to my chests in the overworld
it mostly happens after a long time in the nether. and its become a bit annoying relogging all the time
it seems as though i can put things into the bugged chests, but they instantly get deleted once put inside and gets closed. shift clicking a stack of items doesnt put it inside the chest, it just goes back in your inventory. watch the video attached closely for more info

Yes the chests are crossing a chunk border, and my portal is far away from any container so no i never did open a container through a nether portal. once the bug happens again i will show a screenshot. the chest bug has happened 3 times so far. also doesnt seem to occur on local worlds, been playing one for 2 hours. overall, the bug usually happens when i go to add blocks to upgrade my beacon in the nether, and back to the overworld
It usually happens when i travel between dimensions. its some chests, not all of them. i couldnt get a screenshot at the time but when it occurs again i will upload screenshot. i can see the items in the chests, but i cant put anything in them. and yes leaving the realm and joining back works. it fixes the problem. but it still occurs randomly. i have not tried a local copy, i will try playing for a while on a local copy

actually i just realized that if i set "server-authoritative-movement" to "client-auth" this issue occurs switching it to "server-auth" seems to fix the problem
