I don't have that world, but I made a new world and tested it.
The issue is still here. But it's different. I uploaded 3 new photos with blue flowers to test it.
I can now place a block on the block where the frame is supposed to be, and the frame and flower then drops.
I can also destroy the frames / flowers, if I look down on the frame, and manage to hit the flower, to break that first, and then break the frame. I have to aim somewhere close to the middle, seems to differ between how I placed the flowers.
