You can still place a sign on Rooted Dirt if you are sneaking. (Tested on PS4 and Xbox One, 1.17.2)

Affects 1.17.0, experiencing this issue in the way that Kate C described it. Crossplay between PS4 and Xbox One, with PS4 as the host. Sometimes the bug will look different on each device, for example on Xbox One Villager #1 will be sleeping on the floor but on PS4 it will be Villager #2 instead.
