I live in a castle top of snowy mountain biome, Y139, same issue in Java 1.21.3
Cloud cruise through the castle walls, stone, and tunnels I've dug all the way to bedrock.
From Y139 only about 10-15 layers down clouds generate have this issue.
No, turning off the clouds is not the fix, if this was open source free game I would have taken that as a solution, but as a paid user (twice, android and Windows) expect actual fix.
