Sorry if someone posted a fix for this already, but here it is. This bug appears mostly if you have an AMD graphics card (never seen this on nVidia graphics card). Here is the solution:
Go to the graphics card control panel (Catalyst Control Center ?)
In the Graphics Settings, expand "3D"
Select "Standard Settings"
Make sure the "Use custom settings" is unchecked
See if any other option is controlling the game (like Anti-Aliasing or Anisotropic Filtering) and if so, make it so that anything is controlled by the graphics card.
Save all changes and you should be ready to go.
