This issue is not affected by fire. I tested my horse's health when it is on fire,and the health bar is still shown,unlike posion,it doesn't show the horse's health bar.
Please be patient man! They are now fixing this. Stop saying "This bug needs to be fixed in the next update."

Ok. I can sign in to my Xbox Live account on Minecraft Pocket Edition. I tested this issue on 0.15.1 build 1,and there is till the issue. CONFIRMED FOR 0.15.1 build 1!
