I use the following custom options (beside the 4GB) to start MC: -Xmn512M -XX\:PermSize\=128m -XX\:MaxPermSize\=256m -XX\:+UseParallelGC -XX\:ParallelGCThreads\=8 -XX\:+CMSParallelRemarkEnabled -XX\:+DisableExplicitGC -XX\:MaxGCPauseMillis\=50 -XX\:SurvivorRatio\=16 -XX\:TargetSurvivorRatio\=90 -XX\:+UseFastAccessorMethods -XX\:+AggressiveOpts -XX\:+UseAdaptiveGCBoundary -XX\:-UseGCOverheadLimit -XX\:+UseBiasedLocking -XX\:MaxTenuringThreshold\=15 -XX\:UseSSE\=4 -Djline.teminal\=jline.UnsupportedTerminal
And yes, of course the difficulty setting is "Hard".
I think I have the same issue on my server. I lowered the view distance to 6 by now, but it doesn't seem to affect it at all. In fact, I think mobs might not be despawning at least in certain areas like world spawn or possibly The End.
