I experience the same issue with the kelly's RTX pack on both my systems
system 1 is a intel I7 11800H and a RTX3050 ti with 16GB ddr4, 1080p 120hz display (dell G15 laptop)
system 2 is my custom rig, overclocked AMD 5800X and a RTX 3070, 32GB ram, 1440P display x3 all running at 165 Hz and a 4k 60hz display (game is on one 1440p one)
both systems are running 1.19.40, and kelly's RTX pack version 3.1 on max settings. no other software is running that should interfere with the game
