This seems to be affecting my server (20w51a) as well. Previously, we had a nether bee farm with cooperative bees. Recently, we went to build a larger one, and now the bees will not exit their hives. All of the hives have been placed against a block for two minutes such that the bees' timers are ready to leave the hive again, and in the overworld the bees will properly leave the hives and behave normally. In the nether, though, they refuse to exit the hive. Our server is running fabric/carpet mod, but we don't have anything that should change this bee behavior. I've tried launching the server as vanilla as well, and the same is happening. /data confirms that the beehives have bees in them that are ready to come out of the hive, and there are flowers close enough to the hive that they should be emerging.
