UPDATE- found on another site and will try:
"I finally figured out that, my ISP is blocking AWS (Amazon web services). That's why I can't connect. After that I've tried several VPN softwares and for me, Hotspot Shield is the best. It has free subscription but there is a limit. But I can play with that."

I have the same issue on my iPhone and iPad. I can connect with my sons Windows 10 laptop and Xbox One. How do we resolve this?
