In the mean time, this is how I'm going to deal with it.

 

My son has an account on the Mac that is controlled by screentime, and everything other than Minecraft is properly managed by screentime (even ones that have launchers).

So, I'm going to remove Minecraft from that account, and create a 2nd account on the Mac that does have access to Minecraft. On that account I will set a password that I won't give him, so I have to log him in for him to be able to play. That solves the problem of him starting to play, and in terms of the length of play, if he doesnt stop when I ask, I can remotely kill the process using a remote desktop from my phone.

It seems like a fairly simple fix to me.

The Java code can't be managed by ScreenTime on the Mac, but the launcher can (and is).

 

So, change the launcher so that it has to remain running in order for the Java to run. If the launcher is quit, it kills the Java process (it might do this already, I don't know).  If screen time blocks the launcher, the launcher kills the Java process.
