The second screenshot is a good representation of the Mip-Mapping and Anisotropic Filtering in action.
It is to a degree debateable how much Mip-Mapping would really improve the Default Resource Pack, while the Filtering (which might be nice for the next version to add the options for Point / Linear / Bi-Linear) is really the main contributor to the effect you see in the second screenshot as it is designed to blend the Mip-Map Transition to be more /seemless/.

Even without Mip-Mapping On (or rather at 0 Levels) it will still try to blend simply based on the scene depth, which will make it look like everything in the distance is blurry.
As was said above, you can always turn them off; and if performance ends up an issue at any point... turning AF down or off will usually result in a significant performance boost.

Would also recommend that is you've used the "Super Secret Options" which are a collection of fun Shader Effects, some of which are amazingly cool... to press F3 as it will let you know what Shader is being used but also will let you know when they've been turned off. Some are quite noticeable, while others are quite subtle.
