I understand that rain is rendered that way in the game and that it has always been like this, but that doesn't explain why it is that way or if it is intended or not. The only reason I can come up with why rain is rendered in the game in this way is because otherwise raindrops very near the player would hinder the player a bit to much. But that doesn't mean there has to be a square above the player where there is no rain. It just doesn't make sence in my opinion.
So either the pumpkin should pop off the moment you try to place a cobblestone fence under it or the restriction should be removed altogether. Do you want a more realistic pumpkin placement or a nice and easy extra building material? I can see the dilemma.
Marios, thank you for your clear comment. I feel the need to reformulate my words by saying 'dragged' instead of 'slowed down'. Altho its nearly the same, it is a subtile difference. When flying we can fly freely through flowing water. Only when the player is not moving the drag realy becomes notiseable. In this setting it doesn't hinder the player, but unexpected in my viewingpoint. So I guess you are right (compelling evidence on the wiki) and its intended.
I agree its up to Mojang to decide.
In my opinion this is clearly a bug. The player is slowed down by flowing water -> a fluid. Also, I dont see why a flying player would want or should be slowed down because of flowing water. Therefore I think this is a unintended feature. In other words: a bug.
It was changed in 12w40a on October 4, 2012 at seen on the minecraft wiki. I dont know what list u use, but its there. 🙂

The slimes spawn only at low light level therefore not during the day. Yes, it makes slimes less rare and i think that is intended.

The attachment is very helpfull in showing its near/in a swamp biome. Never the less, good question! 🙂
This is intended! In swamp biomes slime can now randomly spawn. (added in 1.4 I believe)

Confirmed! This bug occurs in survival and in creative when traveling between worlds (doesn't matter which one)
