This issue is still present in the current version of bedrock, and the claim that "This is unavoidable in fullscreen mode" is demonstrably false.
No part of the Windows application life cycle requires minimised fullscreen windows be suspended, and there are literally hundreds, if not thousands, of other full-screen applications that do not exhibit this behaviour.
