My understanding is that Apple cannot control the JVM because it is not provided by Apple, nor does it come through their App store (where they could possibly mandate that it has the Screen Time hooks).
I believe the JVM used by Minecraft Java Edition on MacOS is actually provided by Mojang.
So two options: either Mojang provides a screentime-compliant JVM, or they make Bedrock Edition available on Mac. The latter of course is never going to happen, so it must be the former.
