I, too, have been having the same issue. The only texture pack that's working for me is Afreshed. Outside of that, when I try to load a texture pack up either from global resources or world resources, it shows a bunch of errors the game found with it and does not display it. Quadrel texture pack, in fact, gives you an invalid texture backsplash (semi-blurry black and purple squares). When I check each individual texture pack, it shows there are no errors, so something tells me it's not about the coding for the texture or resource packs per se, but it may have to do with any files or lines of code that were added or removed from the game, but this is just a hypothesis. After all, I have noticed that according to some YouTubers that follow up with these updates, they had mentioned that the developers have been removing some files that play a vital role in modding and such for the game, but the correlation is to be determined...
I haven't had problems like this until they released v1.21.21
