Update Three:

After six months of dealing with this issue I can finally play!!!!!

The issue suddenly fixed itself after six months of trying to do countless suggestions. Nothing had worked. Even got my internet company to provide new router and connection. Still nothing.  Then a couple of days before the big 1.20 release, my sister tried to log in yet again, and suddenly Minecraft downloaded properly. Worked on my computer also. We could finally reopen our Realms server that we had to close months ago.

Seems to me the problem is not linked to our computers, but somehow through the internet connection. Perhaps an issue with the provider?  I'm just happy someone fixed the issue for my household. I just fear it could strike again without warning.

Update:

I spent two hours manually transferring missing individual files from a computer where Minecraft works to my computer. After I added each file, I ran Minecraft, it would give me a different error message for yet a different missing file.  TWO HOURS of doing this, I finally got all missing files in place and Minecraft 1.19.4 actually worked. I could play normal Minecraft for the first time in three months.

Fast forward a week or so. I try to play Minecraft and its complains about more missing files.   Refuses to launch again.

I deleted my virus protection. I tried renaming the .minecraft folder. That just led it to fussing about yet another different missing file.   I'm EXTREMELY frustrated.  I'm been a long time Java player for 12 plus years since Beta 1.3.  I've never had this problem on any computer before 1.19.3 came out. I've played on older, slow computers. I've played on gaming computers (like the one I now own). I'm a tech teacher and have Minecraft downloaded on twenty-five old Windows 7 computers in my lab. They work just fine. My students can play Minecraft, but I can't at home. (I even have lessons in my class that use Minecraft.)

Since 1.19.3, I've not been able to play the current version of Minecraft (except that brief moment after 2 hours of labor). Had to close the Realm server I shared with friends and family.

But hey, I can still play Feed The Beast. Guess I may only be able to play older moded versions of Minecraft for now on. Destroys the hype of snapshots and new versions. I really, really, really hope they fix whatever is causing this issue.

I've not been able to play MC since 1.19.3 came out. When through all the "fixes" I knew like reinstalling Minecraft. Downloading the missing files manually, until it got to authlib-3.18.38 which I can't find a copy anywhere. My sister and I both have fairly new gaming computers. 1.19.3 still worked on hers, but she would get an error message. Sound would not work, but she could still play.

I kept hoping that the next update would fix the error. Now 1.19.4 is out and both our computers are missing https://libraries.minecraft.net/com/mojang/authlib/3.18.38/authlib-3.18.38.jar

I've tried following directions above but still nothing works. I only get error messages when I try to download the file manually.  After several months of no longer being able to play on our Realms server I share with friends, I'm reached my limit of frustration.  The update didn't fix the issue but made it worst for my sister. If we can't find a solution soon, I'm going to have to turn off our Realms server until this issue is finally resolved.

I'm open to suggestions of how to fix this issue. My sister and I have tried many things, but so far nothing has worked.
