This issue has been resolved in the latest update. Though it appears the water is still flowing, the bubbles do show and the elevator does work. This issue can be closed as resolved.
I can confirm that this issue exists on 1.16.4. My spawn point is set to my bed, within my house. Right outside I have two wheat fields, when I am at the village approx. 500m away the wheat never grows. This is very annoying because it is making it very difficult to make bread to give to villagers for them to breed. I have not reset my world spawn point to this, only the spawn point. it is my understanding that the spawn point is the central location to where the chunks will stay loaded around.
in 1.17 this issue exists as well. There is no way to comment to a realms feed with a screenshot using windows 10. I have tried the in game menu(camera next to the feed button. Making a comment and pressing post. It says it was uploaded and all is well in the world. But the post never shows up in feed. I have tried using the xbox game bar using win+alt+print scr. Then going to the main menu and selecting the feed button for the realm, hitting new post. then hitting add screenshot. The screen shots are there, but I am not able to select any. Using the xbox app there is no way to add a screen shot to the post at all.
Also when taking a screen shot with the xbox game bar, the screen shots do not show up in as available in the in game realm feed, even after moving it from video captures to screenshots. Minecraft seems to really hate screenshots and refuses to play nice with it. LOL
