Having this same issue myself. Steps to reproduce are simple.

1. tame wolf
2. Walk away from wolf, flat ground or hills
3. Watch wolf be an idiot and not teleport or follow

I am also having this issue. I'm constantly needing to turn around to go regather the wolves. They rarely teleport. This also happens to ocelots. It basically removes this part of the game for me.
