Having the same problem here. I noticed that my villagers are throwing entire stacks of food at the other villager, emptying their inventory completely before the breeding process can finish. I see hearts, stacks of food flying, then the hearts disappear. Checking the villager inventory using the "/data get" command also supports the fact that they're dropping their entire inventory.
