I found MC-11193 before I submitted this ticket, and I did not think it was the exact same description of behavior. It seems that MC-11193 and this issue have in common that they are dependent on "From which location in the world was the redstone wire powered?" and "Where is the component located in the world?" Upon further testing, I believe that MC-11193 and this report are caused by the same underlying issue.
When activating droppers with Redstone signal coming from the south in the North-East quadrant (when one would expect an item movement of 4 based on my previous description), the experience is different depending on the length of the Redstone wire and the location of the object (similar to the experience described in MC-11193).
For example: In this world: (

), Restone wire length of 3 and 11 will cause the item in the dropper to end up in position 3 rather than position 4. Similarly, I experienced a different setup in the same quadrant and with the same direction where a Redstone wire length of 7 and 8 would move the item to position 3 instead of position 4.
I believe this could be the same underlying issue found in MC-11193, but affecting more than is described in that ticket.
