Experiencing the same issue. Issue only occurs after OneDrive updated to support Files On-Demand, alongside Windows 10 Fall Creators Update.
Steps done to try to overcome this issue, but to no avail: 1) Choose "Always keep on this device" for the destined folder inside OneDrive 2) Starts Minecraft Launcher using "Run as administrator"
