It's a common bug for everyone I think, the only way we can stop that animation is walking against a block, even if we sneak the running mode is still working. It must be fixed.
Yes, this still happens, just tried creating a Creative world, spawning a Cave Spider, then entering in survival mode and the effect does not appear. Also I couldn't find the Witch spawner to try with one.
