Yes I'm experiencing this issue also, I've tried to add resource and behaviour packs to my realm from both my iPad and iPhone. From both devices I experience the same "loop" you've described, and nothing gets saved.
I’ve selected the wrong edition, this error is with Bedrock on both ios and Nintendo Switch
