I wanted to give an update on this:

I don't know if this has been resolved yet for the other commenter on this thread but I recently tried uninstalling/reinstalling the game again and this resolved the issue I was having with my characters failing to load into the game. I am still having some issues with a few items in the character creation loading but the characters I was looking to have restored, I'm now able to load.

Unfortunately, I'm still having this issue with the latest version.

Edit: Since this is an issue that I've been dealing with since late March, I want to add that as of the latest update I am able to create new characters all together, just not using any of the clothing, hair, facial features, etc. that were on my characters that I'm not able to load anymore. It will give me the same "Failed to Load" notification on those specific items in character creation. I still have full access to my skins that I'd previously purchased and they still load in game and in the character selection under "Profile", but it shows on the home screen of the game as the loading icon. This is what I first noticed was happening when I was starting to lose access to my characters that I'm still yet to regain access to. 

I'd also like to note that I do use Minecraft on ios and nintendo switch and this is not an issue I've ever experienced on either of those platforms. I still have access to the characters I'm not able to load in on Ps4 on those platforms.
