The exact same bug is still happening to me. I created my world in 1.19, now we are in 1.20 and the buts is still here. So I think all versions are affected at least since the 1.18.31 version, as your mentionned.
Here is my full situation : I am playing on the Minecraft Bedrock 1.19 version on PS4, in survival world, with my brother in local duo (so it might be a multiplayer-only bug), without any texture pack or ressource pack, and without Realms.
I tested a lot of possible reasons making this bug happen, but it seems totally random, without any « trigger » to it. This bug makes any game progress totally impossible and seems impossible to avoid.
