I don't think this is a duplicate of that bug as the texture packs are available for xbox one as I can download them on my account but my daughter ( who I bought them for on my account ) cannot use or unlock them on her account.
Steps to reproduce: 1) verify a purchase or purchase a texture pack for minecraft xbox one edition 2) Launch Minecraft (bedrock) on xbox one 3) Use account that purchased texture pack to verify that it can unlock and download in minecraft (bedrock) 4) use another account on the same console to launch minecraft (bedrock) (that did not purchase texture pack) 5) Note account cannot unlock or use texture pack.
Result: account that did not purchase texture pack cannot use texture pack but main account can.
Expected: Just like minecraft xbox one edition all accounts on home xbox one can use purchased texture packs.
