Hello. Made an account simply to confirm this bug as existent (and painfully frustrating).
Spent several hours making a raid farm with a friend to find that, to my surprise, pillager captains could no longer spawn.
So now I'm left with a waste of a day and a giant hulking funnel in the sky, the latter of which I admit is somewhat funny at least.
But yeah - this is still very much a problem on Minecraft Win10 v1.12.1.
