Thank you, the wikipedia page says that it counts from zero to three.

In other words I want to spawn a platform of full cauldrons into my world using the fill command but when I do the cauldrons are only halfway full.

I am '/fill'ing them. Cauldrons with block id 3 are the fourth kind of cauldron, they are full cauldrons.
