Should it be stackable?
I'm at 1.13.0.18, and i always get patrols.
Mine usually stops at about 60% during launching then crashes. Most of the time it can be fixed by turning off Wifi. Most of the time i just slap my phone until it works (Maybe exclusive to my phone). But have you tried turning it on and off again?
Patch notes for 1.13.0.15 says they fixed that.
I have this and i have used them to my advantage.

Atleast yours is only exclusive to Sheep. My game suffers from the same bug but instead of sheep, all of the entities (mobs, chests, signs, armor stands, paintings, item frames, piston heads, dropped blocks, etc.) appear to be glitchy. One of the Pros is me having an Entity X-ray (I can see if there's a mob behind a corner, i can see if there's a trap involving pistons, and i can see if someone drops an item behind a wall). Cons are it only works for entities behind 1 block thick walls, "X-ray" only works at a certain range, I can't read signs properly, Taking photos of builds with entities ruin it (I wanted to show my friends my house but unfortunately my storage pile was blocking my view of the house).
Unfortunately, i checked at again this morning but it was gone. I'm pretty sure it didn't come with any Add-ons i have.
