I got the exact same bug.
Only one chunk, blocks don't drop items, nether portal doesn't TP back, and I have to force end program to exit minecraft. (When I click "Save and Exit" I get stuck on the "Saving World" screen)
Mine didn't come with any lag or low fps though. I could walk around freely. I also didn't come from an earlier snapshot. I just made a new world with the latest 23w18a snapshot.
I made an issue with my specks: MC-262382
It works! I'm spawning directly next to Ghasts and Hoglins, so I dug a hole and hid. Survived with one heart left; on easy mode! Gotta love this game
