I have the same issue with one exception. I have done all of the same things, but I am using my bank card for the purchases instead of amazon coins. The money come out of the bank account, amazon says the purchase is complete, and then the marketplace error comes up.
I have made a purchase in another game (not Minecraft) and it works fine. The issue does not appear to be on Amazon’s end.
