This is still an issue, Minecraft 1.14 snapshots are basically unplayable. Lag spikes, mobs stuttering when they move, I have chunk errors all over the place, when I fly through a world one chunk loads while others disappear and the village raids are so laggy that I can't kill mobs properly.
