It is not really matter beacuse the calculation was only working on the server but i can try one with no mods.
Another test.
32 Zombies with one unreachable target but no lag at all in 1.6.2! Of course it also happened in 13w39b.

I tested it on 13w39b server and bukkit 1.6.2, the problem both existed
This time I didn't use any mods, but the result was still the same.
[media]If you just put them on the floor it will cause lag
[media]but if you put them in the sky, there will be no lag at all
(maybe it is much easier to pathfinding with only a few blocks?
