It is not really matter beacuse the calculation was only working on the server but i can try one with no mods.
Another test.
32 Zombies with one unreachable target but no lag at all in 1.6.2! Of course it also happened in 13w39b.

I tested it on 13w39b server and bukkit 1.6.2, the problem both existed
This time I didn't use any mods, but the result was still the same.
If you just put them on the floor it will cause lag
but if you put them in the sky, there will be no lag at all
(maybe it is much easier to pathfinding with only a few blocks?
